Announcing the forim, the Centre said in a statement: "The PAP claims that Singapore is a democracy that holds regular elections. Elections don't a democracy make, however. The test of a democratic state is whether the elections are genuinely free and fair."

"This forum will provide those interested the opportunity to discuss and examine if elections in Singapore are indeed free and fair," the statement said.
